Answers for serious candidates

No. Under the Data Protection Act 2019, you must have explicit, documented consent for every number on your list. Using data collected for other purposes without fresh consent is prohibited.

Yes. Every message must include a free-of-charge opt-out mechanism. For Safaricom, this is usually a footer instruction such as “dial  *456*9*5#

To register a custom ID, individual candidates must provide:

  • A certified copy of their National ID.

  • A sworn affidavit taking legal responsibility for the content.

  • An authorization letter for the Content Service Provider (CSP).

  • A signed Political Messages Approval Form and sample messages.

You must submit your verbatim content for vetting at least 48 hours before the intended transmission. Mobile Network Operators (MNOs) typically complete the initial review within 18 hours

Messages must be in English or Kiswahili only. The use of ethnic vernacular is prohibited to help regulators prevent the spread of inflammatory or exclusionary rhetoric.

Political messages are strictly limited to the window between 08:00 hrs and 18:00 hrs. This is narrower than standard marketing SMS (07:00–19:00 hrs) to prevent intruding on citizens’ private time.
